Blame game: Government shutdown becomes increasingly likely

Republicans and Democrats are laying the groundwork to blame each other for a potential government shutdown. And the White House has indicated that they would "extract maxiumum pain" if the government shutters, starting with mass federal layoffs. Tyler Pager and Joel Payne join.
