House Speaker Kevin McCarthy proposes a bill that would raise the U.S. debt ceiling by $1.5 trillion, enough to avoid default for about a year, and would cut spending and make policy changes he says will save $4.5 trillion

President Joe Biden responding by rejecting those spending cuts and cost-saving measures by again saying he will not link a debt ceiling increase with federal budget negotiations, and only accept a clean, stand-alone debt limit increase.
